Ported box tuned 5 Hz lower than WinISD said?

Modeled a 28 Hz tune, measured it at ~23 Hz. Port is the right length and diameter. Box volume is correct.

What am I missing — does stuffing shift the tune that much?

Also double-check your port end correction — a flared port behaves longer than its physical length.

Stuffing raises effective volume which lowers tune. Pull the stuffing out of the port path.
